Plug-In Electric Vehicles (PEV)
The Lansing Board of Water & Light has always been a leader in adopting new programs to help our customers save energy and money. The BWL took the same approach with the promotion and adoption of Plug-in Electric Vehicles and their charging infrastructure.
The BWL initiated a Plug-in Electric Vehicle Community Project in 2010 and continues today with offering incentives to assist you with owning a PEV.
PEV Incentive Program
The BWL provides rebates to help offset the costs associated with the installation of home charging stations. To participate, customers must sign up for electric service rate 22 and meet installation requirements. Funds are limited and available on a first come, first serve basis.
PEV Incentive Information
It’s exciting to know you are purchasing a plug-in electric vehicle and charging station. You could qualify for a $1,000 Rebate from the BWL, if you:
- Install a Level 2 charger
- Are a current BWL electric service customer
- Register your vehicle at the same address where the Level 2 charger will be installed
- Are applying for your primary residence only

The Residential Plug-in Electric Vehicle Charging Rate is a voluntary rate available to any Service Location that qualifies for Electric Rate No. 1, where separately metered Electric Vehicle Supply Equipment (EVSE) capable of providing Level 2 charging for plug-in electric motor vehicles is installed.
Service under this rate is not available when a portion of the dwelling unit is used for commercial, industrial or resale purposes unless the wiring is so arranged that service for residential and non-residential purposes are separately metered.

“Level 2 Charging” means providing 208 – 240 volt single phase alternating current energy to an onboard charger of an electric motor vehicle with a maximum current specified at maximum 48 continuous amps and a Branch Circuit Breaker rated at 60 amps. The maximum continuous input power is specified as 11.52 Kilowatts.
“EVSE” means a device or apparatus, including vehicle supply cable, connector, internal relays, and controls designed specifically for the purpose of delivering energy from the premises wiring to a plug-in-electric motor vehicle. The charging station must be hard-wired and cannot be a receptacle for plug usage.
This equipment must meet or exceed the following codes, standards, and recommended practices:

- UL 2251 Standard for Safety of Plugs, Receptacles and Couplers for EVs
- UL 1998 Standard for Safety-Related Software
- UL 991 Standard for Tests for Safety-Related Controls Employing Solid-State Devices
- UL Subject 2594 Electric Vehicle Supply Equipment
- Michigan Administration codes 408.30801 or 408.30876.

NOTE: According to Michigan Residential Code E3601.6.4, separate disconnect for electric vehicle charging systems shall be permitted. The disconnect shall be located immediately adjacent to the outdoor meter cabinet. A permanent plaque or directory shall be installed at each service disconnect location identifying the other services, feeders, and branch circuits supplying a building or structure and area served by each service, feeder, and branch circuit. The disconnect shall not be required to be grouped with the service disconnects for the structure.

Please have the electrical contractor contact BWL to have a staff member on-site. They will help determine the best location and approved installation for you. You can schedule this by emailing EVprogram@LBWL.com.
Installations can begin after necessary “Electrical Permits” have been obtained. BWL will provide your electrician a copy of a meter spot before a new meter enclosure can be given. BWL will also provide a service order number which the Electrical Inspector can use to release the installation. Once this is complete, BWL will send someone out to install the new meter.
